Because not all drownings are reported by the media, results underestimate the true number of fatalities in pools with lifeguards on duty. Non-lifeguards (e.g. other swimmers or bystanders) initially identified fatal drowning victims twice as often as lifeguards did. For every fatal drowning, there are at least four additional non-fatal drowning incidents.

She has operated numerous facilities and served as a subject matter expert for the Model Aquatic Health Code and International Swimming Pool & Spa Code. Bella provides consulting services to directors of college/university, municipal, school district and waterparks in standard of care for plant operations as well as proper positioning of lifeguards.
